1) Don't even THINK of buying a kart until you get a lot more knowledge. Start at www.ekartingnews.com and check out the "new to karting" section. Then find your nearest track (there's a track directory at www.tsracing.com). Visit the track and ask lots of questions. At 13, you will be competing in the Junior classes. (age 12-15).
2) Don't buy this kart you're looking at! You do NOT want a kart with a TaG engine to start with, and you can't race it in a Junior class.
3) Don't buy new! Once you get more familiar with the sport, you will find it very easy and MUCH cheaper to get a good used kart that is a couple years old. For the price of new, you could buy karts for both you and your dad. Don't forget that you will also need to buy safety gear, starter, kart stand, etc.
Hope this gets you pointed in the right direction. You will find that in different areas of the country, different classes are run and different chassis are popular. Make sure you get a kart that has support from a local kart shop. Arrow karts are popular here in Ohio, and I highly recommend them. You want a kart with a Yamaha KT100 engine.
Karting is a great, super fun family sport with great people that will really help you a lot (till you start beating them!)

EDIT: Just looked at your other questions....as far as what to wear, most tracks will let you race in jeans and a heavy skid-resistant jacket. But most racers do buy a suit.
And make sure you don't buy a kart set up for Sportsman. They have a restricted carb and you'll have to switch it to Junior one.
