I put seat belts on my kids carts, but had a roll bar on them too. I am not sure staying with a rolling cart with the seat belt would be a good idea.

There are a few places you can try like JC Whitney or even a junk yard. Most automotive seatbelts can be configured to work. Your best bet may be to find a place that sells go karts and ask them if they can order parts for them. Usually they can and you can go through their catalog and find some.
